Burning off after clearing: permits, notifications and why mulching skips it
What you need before lighting a pile in Central Victoria, and when leaving material mulched on the ground makes more sense.
Burning cleared vegetation requires separate checks from permission to clear it. Council local laws, Fire Danger Period restrictions, daily Total Fire Ban declarations and permit conditions all matter. A registered burn-off is not authorisation to burn.
Outside the Fire Danger Period
Check your council's open-air burning rules for the location, permitted material, timing and smoke conditions. Check today's fire restrictions before lighting, even outside the declared Fire Danger Period. Use Fire Permits Victoria — notify a burn-off to register a lawful planned burn. Notification is separate from obtaining any required permit and does not establish that conditions are safe.
During the Fire Danger Period
A written permit is required for burning off during the Fire Danger Period. Fire Permits Victoria — apply for a permit is the official application service. An application is not an approval: wait for the issued permit, read every condition and confirm any council requirements. Burning off is prohibited on Total Fire Ban days, even if you hold a Fire Danger Period permit. Check CFA's current burning restrictions before proceeding.
An unsafe burn must not proceed
A permit and notification do not remove the need to assess wind, nearby fuels, supervision and the ability to control the burn. Follow the permit's conditions and do not burn if they cannot be met. Confirm changes or cancellation through the official notification service. If fire escapes or threatens people or property, call 000.
Where mulching changes the picture
Forestry mulching processes the scrub where it stands and leaves it on the ground, so there's no pile to burn, no smoke, and no burn-off stage, although clearing approvals and machinery restrictions still need checking. It's not right for every job — mulch is still fuel once it dries, so near buildings it needs to be spread thin or dealt with under your fire plan. Ask about it at the site visit if burning is what's holding you up.
